Kabando wa Kabando, a former Mukurweini MP, criticized President William Ruto over the National Land Commission’s (NLC) announcement of a shift in policy.

Speaking over the weekend, Ruto declared that the government will take away the NLC’s authority to assess the country’s lands.

“Pale kwa lands commission imekuwa soko, mtu unaenda hapo unalipa pesa kidogo, shamba ya laki moja inakuwa milioni moja na kwa sababu hujatoa pesa shamba yako ya milioni moja inakuwa elfu mia moja,” stated Ruto.

Ruto asserts that the action aims to halt the fraudulent and unfair land compensation practices of the Commission, saying that it is unlawful for NLC to appraise land and provide compensation at the same time.

Kabando claims that the announcement is unlawful and will allow cartels in the Ministry of Lands more authority.

“Ruto’s roadside proclamation that the National Land Commission’s duties will be taken over by the Ministry of Lands is illegal, irregular, and unconstitutional. It’s a clumsy attempt to undermine both the CoK2010 spirit and constitutional government. A scheme to strengthen the Mafia at Ardhi House,” claimed Kabando.

Any change in policy that affects a legal mandate, in Kabando’s opinion, needs to go through the legislative process.

“Ruto should be aware that the days when the imperial presidency dominated the legislative and judicial branches are long gone. The mandate of constitutional agencies is clear-cut. Even the “goodies” he gives away at funerals and churches shouldn’t be done without first getting budgeted for and approved by Parliament, says Kabando.
