President William Ruto has been instructed by Azimio Leader Raila Odinga on how to escape the mess he is in.

At a news conference in Nairobi, Raila outlined ways Ruto might cut government spending without putting an additional burden on Kenyans.

He explained why he disagreed with the revenue-raising proposals in the Finance Bill 2023, claiming that they will further the nation’s economic predicament.

He claimed that Ruto’s administration was the first to charge Kenyans enormous taxes in exchange for only illusions and fairy tales.

The former premier referred to the measure as “a disease that cannot be cured with common herbs” and warned that if it is passed, the country will enter a full recession.

Therefore, in order to lower living expenses, Raila presented President Ruto with 10 demands;

  1. Put an end to county positions and responsibilities being duplicated. Although health is a devolved competence, the proposed Bill would increase the government budget for health by Ksh35 billion.
  2. Implement a zero-based budget. Don’t use the prior budget as the starting point. Every budget must start from scratch, and every expense must be supported.
  3. Reduce the amount of your budget and live within your means rather than increasing it.
  4. Close the revenue-losing loopholes rather than enacting new taxes.
  5. Cease any opportunistic government spending, such as the hiring of Chief Administrative Secretaries.
  6. Consolidate the government.

Cut non-essentials 7. both domestic and foreign travel.

  1. Freeze the domestic allowance for the cabinet and principal secretaries as well as the ministerial out-of-station and housing allowances.
  2. Put an end to public money theft and corruption.
  3. Lastly, we implore Ruto to show humility, remove this Bill, apologize for causing concern, and beg Kenyans’ pardon before starting over.
