President William Ruto’s choice for Director General of the National Intelligence Service (NIS), Noordin Haji, may be unsuited for public service.

Apart from failing to meet the requirements of Chapter Six of the Constitution on Leadership and Integrity after dismissing several high-profile cases involving Ruto’s close associates, Haji is also corrupt.

This comes after Auditor General Nancy Gathungu raised concerns about Haji’s use of millions of dollars without accountability.

According to the National Government’s auditor general’s report for 2021/2022, the government lost Ksh9 million per year on rent for unoccupied office space in Mombasa for personnel in Noordin Haji’s office.

Furthermore, the study stated that the government lost Ksh4 million on rent paid for idle office space in Machakos, concerns that were expressed but Haji did not address.

The Auditor General also noticed improper expenditure of up to Ksh1 million on overtime allowance provided to staff during the fiscal year under Haji’s leadership.

Another red flag was the payment of salaries to personnel who worked in an acting capacity for longer than the law required.

According to the study, a check of payroll and human resource records at the Office of the Director of Public Prosecutions indicated that seven individuals appointed in an acting capacity and paid Kah1,665,358 acted for more than six months.

Ruto nominated Haji for the position of Director-General of the National Intelligence Service (NIS) on Tuesday, May 16.
