Only two days after Esther Ngero submitted her resignation, details of the events that took place behind the scenes that resulted in her unexpected departure as the Principal Secretary (PS) for Correctional Services have come to light.

Six days after being moved to the Interior Ministry, she was reportedly forced to quit from President William Ruto’s administration in a violent battle for control of the millions of shillings allotted to the Office of the Prime Cabinet Secretary.

Ms. Ngero served as the Director of the State Department for Performance and Delivery Management in Prime Cabinet Secretary Musalia Mudavadi’s office prior to her transfer to the Ministry of Interior and National Administration. PS Aurelia Rono, who oversaw Parliamentary Affairs, was her coworker.

Together with Kenya Kwanza leaders in the National Assembly and Senate, Mudavadi’s office is in responsible of carrying out national government objectives and managing the national legislative agenda.

The Supplementary Budget included Sh751.9 million for Mudavadi’s office’s operating expenses.

For each of the government ministries, there is only one accounting officer, in accordance with National Treasury regulations. When there are many PS, the accounting officer will be in charge of the State Department’s involvement with the Cabinet deliverables.

Ms. Ngero served as the Office of the Prime Cabinet Secretary’s accounting officer prior to being reassigned.

A source claims that Ms. Ngero and Ms. Rono got into a quarrel over who would oversee the money sent to Mr. Mudavadi’s office.

But when asked to break the impasse, Ruto agreed with Ms. Rono, arguing that she ought to be the accounting officer. The transfer of Ms. Ngero from Mudavadi’s office to the Interior Ministry was approved by the President.

Ms. Ngero took offense to this and complained that she had been treated unfairly despite exerting great pressure to be appointed PS.

Six days later, feeling misled, she left Ruto’s government.
