Noni Madueke, a winger for Chelsea, and PSV Eindhoven have reached an agreement in principle for £29 million.
The 20-year-old winger Madueke will complete the transfer of the England U21 standout on Friday.
Before transferring to Tottenham, Madueke started his youth career at Crystal Palace. He left Spurs for PSV Eindhoven in 2018, becoming a first-team regular for the 2020–21 season and scoring nine goals in 35 games the previous year.
Chelsea will have spent £190 million this transfer window, £270 million in the summer, and £460 million overall since Todd Boehly took over the club.
Madueke, who was raised in London by Nigerian parents, will be the sixth player to join Chelsea in the January transfer window, joining Andrey Santos, Mykhailo Mudryk, Joao Felix, Benoit Badiashile, and David Datro Fofana.
